Everyone else is made up by 3 groups, the Healing Hand, Magi of the First Star, and the Hearth Defenders.

The Protectorate was created from a few guilds that were working as mercenaries or monster hunters. when other guilds started to be created, the government realized it would be best if they were under specific rules and central management. They gave the guilds a choice join or disband. most joined.
The leader was chosen originally from the strongest of the original 6 guilds. they set up a system in which, in order to be join the next rank beyond guildmaster you must be voted up by a 60% majority of the previous rank. When in order for one to be the Commander, you must defeat the previous Commander in solo combat as well as be voted in by 60% of the entire Protectorate. if the current Commander is retiring or has died, the generals elect one other battle master to replace him.
Though the Protectorate is technically part of the army, they are given a large amount of autonomy. The guilds remove monsters, protect cargo from bandits and are the first line of defense against invasion. Certain groups also go around and help the countryside. The Healing hand has traveling aid workers that cure illness, sanctify restless crypts, etc. First Star Magi travel around to teach and aid with various tasks such as building structures, terraforming land, enchanting tools etc. the Hearth Defenders protect convoys and provide manual labor when needed.
